Jamaica puzzled by theft of beach

Ever since the Arawak and Taino peoples were eradicated from Jamaica a little after the Spaniards came, so they could use those islands as a base to attack the rest of the Americas, they've been beach-thieving down there... Of course this one actually has to do with a hotel being planned there. It would be nice if it were a spontaneous bunch of people trying to stop the tourist machine cutting out new pockets in the impoverished island's pants.
